Inspections are being conducted as normal with the exception of inspections that require entry into an occupied business or home which are being conducted with inspector discretion. All staff have been supplied with cleaning materials and have been instructed to follow the CDC guidelines including, but not limited to, frequent hand washing and cleaning of equipment, and social distancing of at least 6 feet.

When performing inspections on unoccupied structures, the inspector is to request that anyone in the structure at that time shall maintain a 6’ distance away from the inspector. If the contractor/site supervisor refuses to comply with this policy the inspector shall terminate the inspection at that time. When performing inspections on occupied structures, each inspector will be instructed to ask prior to entering the structure if anyone within the residence or structure is experiencing symptoms of a COVID-19 infection (coughing, fever and shortness of breath) or other contagious disease. If all appears well and entry is allowed, the inspector will encourage the owner to open and close the entry doors to avoid touching these surfaces.  Each inspector will practice the 6 ft social distancing and limit contact with any surfaces.  If at any time the inspector does not feel safe within the structure, the inspector shall reschedule the inspection to a date and time when the issue can be resolved. Each inspector SHALL practice the 6 ft social distancing and limit contact with any surfaces.  The following safe practices shall be used by the inspectors while performing their inspections:  • Use your City ladder instead of the customer’s when getting on a roof whenever possible.   • Wipe the fuel dispensing pump surfaces that were touched before and after each use. • Communicate with your phone whenever possible. • Use chlorine-based disinfecting wipes, minimum 60% alcohol-based hand sanitizer before and after entering all occupied structures. • Disinfect each workspace/phone/headset/keyboard/mouse/writing implement at the beginning and prior to the end of each day. • Encourage customers to use the telephone to discuss business over the phone whenever possible, foregoing unnecessary office visits. • Encourage use of online, electronic, telephonic inspection scheduling and payment processing. • Use the same common-sense approach one uses to minimize the risk of exposure to flu, cold, or other contagious/infectious illnesses. • Handshaking or other forms of contact will be discontinued and other noncontact methods of greeting will be used. • If you are symptomatic, such as experiencing a fever or cough, or have a sick family member in your home, you are to contact your supervisor immediately by phone. DO NOT REPORT TO WORK.

BUILDING PERMIT SUBMITTALS  The issuance of building permits will still take place while the office is closed to public access.     Permit submittals will take place in the following ways:   1) Permits may be dropped off at our offices located at 1900 2nd Avenue North.  There is a drop box by the front door. 2) Permits may be submitted online at the city website.  There will be a digital portal on the Building Division webpage. https://lakeworthbeachfl.gov/community-sustainability/building-permits/building-permit-application/  The permit applications will be reviewed for completeness.  If any required information is missing, the contractor of record will be notified by phone or sent an email requesting the needed information.  We are currently working out the collection of permit fees.  Once the permits have been reviewed and deemed code compliant, the permit card and plans will be sent by email to the contractor of record.     PLEASE MAKE SURE ALL APPLICATIONS HAVE A LEGIBLE EMAIL ADDRESS AND CONTACT PHONE NUMBER ON THEM.  If you have any questions, please email bpermits@lakeworthbeachfl.gov or call 561-586-1647.  City of Lake Worth Beach  Video Inspection Policy  The City of Lake Worth Beach has instituted a policy for the Building Division to close its doors to the public.  The performance of inspections will continue to take place with the following exceptions.  The following inspections will be postponed until the Building Division reopens its doors to the public:  1) Building signage inspections 2) Fence inspections 3) Final driveway inspections 4) Electric water heater change out inspections When the Building Division returns to normal operations, we follow up with inspections for these items.  The inspection will need to be called in at 561-586-1691 or scheduled online, as is the Division’s regular practice.  The City will call back to schedule an appointment time.  At the appointment time, the inspector will initiate a video call to the number provided.  There will need to be a representative with a cell phone that is capable of receiving a video call available at the job site. The app the City Inspectors will be using is Google Duo, which can be downloaded free from the app store.    What to expect as part of the video inspections: 1) The inspector will need to see the address that matches the address on the permit. 2) The main entrance of the structure with identifying elements that can be verified on google maps will need to be visible. 3) Once the inspector verifies the address, the area of work that requires an inspection(s) will need to be identified and video provided of the area in question.  4) The inspector will direct the representative to show what is needed to confirm that the work conforms to plans and code.  5) Any documents needed for inspection will have to be emailed to bpermits@lakeworthbeachfl.gov in order to pass inspection.   6) Once the inspector verifies the work is code compliant, the representative will receive a 4 digit code that should be written on the permit card.  The inspector will verify the code is written on the permit. This code will be entered in the city’s inspection record as a confirmation of the inspection. 7) Should work fail to be code compliant, remedial work will be required and subsequent follow up inspections will be required.  A second option is to have third party certification according to Florida Statute 553.791.   If you elect to use this option, please email bpermits@lakeworthbeachfl.gov.  A follow up email with the instructions as to what is required to register a third party certification will be sent.    Peter Ringle, CBO, CFM Building Official  3-18-2020

As of March 19,2020 our front office area has been closed to the general public. We are requesting that all permit submittals, inspection request, and payments be done via our online permitting system or by phone. If you cannot submit digitally we have placed a drop box, and a payment slot, at our front door for you to place your permit packages and submit cash or check payments. All cash or check payments must be in a sealed envelope, and the applicable permit number and project address written on the outside. Any loose payments will not be processed, nor will the City of Longwood be responsible for. This will continue until further notice. Our inspections services are as normal. I have directed our inspectors to speak with homeowners prior to entering occupied residents. If the resident would like to cancel there inspection, they may do so, but will be responsible to reschedule at a later date. Our inspectors will be wearing protective gloves for each inspection, and sanitizing their trucks and personal gear after each inspection. City of Sarasota Development Services Department Building Official statement regarding changes to operations in response to Pandemic declaration In order to ensure the health and safety of our clients and staff the following modifications have been implemented. Permit intake: Our permit intake will be closed until at least March 25, 2020 as additional protective measures are being installed within our permitting area, including Local Business Tax, Code Enforcement and Zoning. When it reopens staff will be sanitizing work areas after each client has been served. The intake area will be limited to 5 clients at a time with the overflow being asked to leave their contact information and to wait in their cars until called. We also request that our clients utilize our online permitting for all over the counter permitting. We also request that clients use phone and email as often as possible to minimize the trips to the Division. This will address the social distancing requirement as requested. Standard review for logged in residential projects is 14 days and commercial projects, 21 days. We will make every effort to continue to meet these plan review performance goals. Customers will have the following options to complete the required plan review. 1. Complete the plan review per the standard practice by City staff. 2. Complete the plan review by use of an affidavit from a licensed architect or engineer per FBC 107.6. The requirement for prior approval from the Building Official is temporarily rescinded. (Fire, Engineering, FEMA, and Zoning review must still be performed by City staff.) 3. Complete the plan review by use of a Private Provider with the required notices to the Department per FSS 553.791 (Fire, Engineering, FEMA, and Zoning review must still be performed by City staff.) All plan review staff will have the contact information for the design professionals for each project. During the review process, additional communication between the design professional and staff should help reduce the number of plan submittal and resolve the review comments with less confusion. The contractor or homeowner will be contacted by plan review staff if required during the review process and will be notified when the permit review is complete. Inspections: All inspections will be scheduled and performed the following day of the request based on the work load when feasible. A two-hour time period for an estimated time of arrival will be standard for all inspections. Zoning inspectors will call prior to going out to inform potential arrival time All Inspectors will contact the homeowner or contractor prior to the inspection and provide the following options to complete the required inspection: 1. Complete the inspection per the standard practice with a visual inspection on site by City staff. 2. Complete the inspection by submitting photos or virtually by using Face Time. This option is available for residential and commercial projects and for any re-inspection at the discretion of the City inspector. 3. Complete the inspection by use of an affidavit from a licensed architect or engineer per FBC 107.6. The requirement for prior approval from the Building Official is temporarily rescinded. (Fire, Engineering, FEMA, and Zoning inspections must still be performed by City staff.) 4. Complete the inspection by use of a Private Provider Inspector with the required notices to the Department per FSS 553.791 (Fire, Engineering, FEMA, and Zoning inspections must still be performed by City staff.) 5. Reschedule the inspection to a date after the emergency order has been lifted. There is currently no cap on the number of inspection requests. Final inspections that are not required for a Certificate of Occupancy may be rescheduled. All permit extension fees will be waived, and permits will be extended for 90 days. All red-tag and correction notice fees will be waived to allow the work to be corrected and re-inspected. We recognize these restrictions may be inconvenient and will pose a challenge for both City staff and the public. A large portion of staff is working remotely, and communications are through email, text, phone, etc. Inspections are basically normal process but left to the discretion of the inspector. Inspectors have been provided masks, gloves, booties, and sanitizers. If access is not desired by either party the inspection(s) are cancelled, and permit holder informed why. Inspections are still next day and level of service basically maintained. Any permits that expire from this process will be granted an extension with no penalty. Our office building will be closed  to the public effective, at the end of business today (March 19). Today, all customers and staff are being screened before being allowed to enter the building.  We are still conducting business as usual by way of on-line permit applications and on-line inspection request. Plan review is still ongoing without any changes. Inspectors are working from the field without coming into the office by the use of our “Inspector App". We have stopped all “in home” inspections that require our inspectors to enter occupied homes. These “in home” inspections will only be completed by our “live video” process (see our website for information on how to do this). Currently our inspection count has been rising every day and so far, we have managed to keep up. We have also, requested many of our staff members work from home and have set them up with the equipment to do so. This will hopefully keep some level of our staff safe so we can continue to serve our customers should an infection breakout within our Department.  We have implemented these procedures to help protect our customers and staff from the possible spread of the corona-virus. When performing inspections on occupied structures each inspector will be instructed to ask prior to entering the structure if anyone within the residence or structures is ill or not well.  If any individual is ill or sick the inspection will be cancelled.   If all is well and entry is allowed, the inspector will encourage the owner to open and close the entry doors to avoid the staff member from touching these surfaces.  Each inspector will practice the 6 ft social distancing and limit contract with any surfaces.  If at any time the inspector does not feel safe within the structure the inspector will reach out to the appropriate supervisor.  The supervisor will make the determination on cancelling and/or rescheduling the inspection.
